Quick Answer: To compare Chinese supplier quotations, first confirm that every supplier has priced the same specification revision, quantity and product mix. Add only the required costs each quote leaves out, then review delivery terms, payment conditions and validity separately. Keep missing costs and unapproved substitutions visible. Rank the offers only after the differences that could change your decision have been resolved.
A lower unit price is useful only when you know what it buys. One quotation may include the printed box; another may include a plain bag. A third may use last month’s drawing. Put those prices in a spreadsheet without checking the details and the cheapest column can describe a different order. The comparison below is for importers, wholesalers, brands and procurement teams reviewing quotations before committing to an order. It assumes no particular product or destination market. Adapt the requirements to your goods, intended use, manufacturing origin and destination. Key Takeaways
  • Keep the supplier’s original offer beside your adjusted comparison; they are different records.
  • Separate recurring costs, one-time charges and conditional credits.
  • A specification difference needs a decision, not just an estimated price adjustment.
  • A completed comparison supports review. It does not authorize an order, payment or production.

1. Check That Every Supplier Quoted the Same Product and Quantity

Start with the attachments, not the price column. Find the specification, drawing, artwork and sample reference behind each quotation. Ask the supplier to acknowledge the revision it has priced and list any exceptions. Look closely at details that change what arrives: material composition or grade, dimensions and tolerances, finish, colour, accessories, labels and packing. “Same as sample” needs a sample ID and an explanation of what that sample controls. A photograph may establish appearance without establishing thickness or material.

Match the order mix as well as the total

A quote for one design is not automatically valid for the same total quantity split across several designs. Record the quantity by stock keeping unit (SKU), the code used to identify each product variant, and by style, colour or size as applicable. Define the unit, too: a piece, pair, set and kilogram are different bases. For a set, list the contents. Check the minimum order quantity (MOQ) against that breakdown. Ask whether it applies to a material, style, colour, design or production batch. If a supplier has quoted a different quantity, request a revised offer for your actual order; do not multiply a volume-tier price by a smaller quantity and assume it holds. If the brief itself is incomplete, use the China sourcing RFQ template to prepare consistent specifications and quantities. Once the inputs are settled, keep alternative materials or constructions on separate lines so their prices cannot silently replace the requested product.

2. Separate Unit Prices from Tooling, Packaging and Testing Charges

“Packaging included” can leave an expensive question unanswered. Does it mean the retail box, protective insert, barcode label and shipping carton you requested, or the supplier’s usual packing? Ask for the packing specification and separate charges. Do the same for tooling, sample development, artwork preparation, testing and inspection. The aim is to account for each required item once, whether it sits in the unit price or elsewhere in the quotation.
Identify how each charge applies before comparing totals
Charge basis What to establish Comparison action
Per unit Product, label, accessory or packing cost; exact unit and quantity. Check whether it is already inside the quoted unit price.
Per order or batch Setup, printing preparation, inspection or testing scope; number of batches or visits. Use the number of chargeable events for this order.
One-time development Tooling, mould, artwork or sample-development charge; ownership and reuse conditions. Show the first-order payment separately from any allocation across future units.
Conditional credit Amount, qualifying order, timing and written conditions. Deduct only when the credit is confirmed to apply to the order being compared.

Check what the testing price actually covers

Two testing prices are comparable only after you have matched their scope: product or material, model and colour coverage, method, sample quantity, report and any retest conditions. Ask the responsible importer and appropriate laboratory or certification body to confirm the requirements for the actual product and market. A visual inspection is not laboratory testing or certification. A sampling inspection is not a check of every unit. Keep those services on distinct lines instead of treating them as interchangeable ways to fill a “quality check” box. For tooling, also agree ownership, custody, maintenance and transfer conditions. A low development fee tells you little about whether you can use the tool with another supplier later. Do not spread its cost over forecast orders without showing that assumption and the amount payable now.

3. Compare Delivery Terms, Payment Conditions and Quote Validity

Record the delivery basis in full

Write the Incoterms® rule, precise named place or port and version beside the price. Then record what the actual quotation includes. ICC’s Incoterms® 2020 guidance explains the allocation of delivery obligations, costs and risks; the letters alone are not an itemized logistics quotation. When offers use different delivery bases, ask for revised quotations on a common basis or obtain documented costs for the missing work. Keep the original terms visible. Adding a transport allowance to an Ex Works (EXW) quote does not turn it into a supplier-confirmed Free On Board (FOB) offer or change the original risk allocation. If you need to extend the comparison through freight, destination charges and warehouse receipt, use the import cost breakdown and landed-cost worksheet. This quotation sheet should state its own endpoint rather than claim to cover costs it has not established. Carry your agreed service fees into that budget as separate cost lines, with their calculation basis recorded.

Keep payment and timing differences visible

A lower price with a larger advance payment may still be worth considering, but your approver needs to see the cash commitment. List the deposit, balance, due dates, payment method, beneficiary and evidence required at each payment trigger. Show bank or financing charges separately where supported; do not invent a risk surcharge to make the terms look equivalent. ICC’s explanation of Incoterms and commercial contracts makes clear that product specifications, payment arrangements and ownership need separate agreement. They are not settled by selecting a trade term. Finally, check the issue date, expiry and repricing conditions. Record what starts the quoted production period: deposit receipt, sample approval, artwork approval or another event. “Goods ready” and “arrival at destination” must remain separate milestones. Refresh expired or changed offers before relying on their totals.

4. Resolve Deviations Before You Rank the Offers

Suppose one supplier has offered a thinner material. You cannot make its quote equivalent by adding what you think the thicker version should cost. The supplier must price the requested version, or the buyer must approve the alternative as a different option. Keep a short deviation record: affected requirement, supplier’s response, price or timing effect, evidence, decision owner and next action. Use the following distinctions to decide what happens next.
Choose an action for each quotation difference
Difference found Action before ranking
Old specification or different order mix Issue the common revision or quantity schedule and request a revised quotation.
Alternative material, construction or finish Keep a separate option; obtain technical approval and its applicable price.
Required fee omitted Obtain a written amount and scope. Keep the comparison incomplete until a material gap is resolved.
Possible duplicate charge Identify which quoted total already covers it; add it only once.
Critical requirement or evidence unresolved Assign the appropriate reviewer and hold the affected decision. A lower price cannot close the issue.
A supplier’s silence is not acceptance of your specification. Ask for a dated confirmation that identifies the files and exceptions. Keep earlier replies with their original versions so another reviewer can follow how the purchasing basis changed.

5. Compare Chinese Supplier Quotations with One Working Sheet

Copy the following tables into your working document. The blank cells are for your entries. Complete the common basis first, then each supplier’s response. Repeat the supplier columns or fee rows as needed. In the evidence column, identify the issuer, file or message reference, revision, date and relevant page or quotation line. Distinguish a supplier statement from a buyer approval or an independently checked record. Give every open question an owner and a date; an empty amount must never be treated as zero. On a phone, scroll each table sideways to see the remaining columns.

Normalized quotation comparison sheet: product and commercial basis

Normalized quotation comparison sheet: cost adjustments

Part B — repeat this cost record for each supplier and each required charge
Cost field Your entry How to complete it
Supplier / quote ID / unique cost ID Link the cost to the relevant offer and avoid duplicate lines.
Charge and scope Describe what it covers and the comparison endpoint.
Original amount / currency / charging basis State per unit, order, batch, test or other basis, including the chargeable quantity.
Treatment / included quote reference Choose Included, Additional, Not applicable with reason, or Unresolved. Name any total already covering it.
Conversion rate / direction / source / date Express the rate as comparison-currency units per one original-currency unit.
Additional amount / confirmed deduction Enter only amounts not already counted, or a documented deduction applicable to this order.
Evidence / validity / check status Record the source and its limits. A budget assumption is not a supplier commitment.
Payer / confirmer / due date / action Identify who resolves the item and which decision must wait.
Converted amount = original amount × comparison-currency units per one original-currency unit. For a per-unit charge, first multiply by the applicable quantity. Use one documented conversion basis throughout the comparison and show any bank charges separately. Normalized comparison total = converted original quoted total + confirmed required costs not included − documented deductions applicable to this order. Normalized amount per unit = normalized comparison total ÷ common order quantity. Keep the first-order cash requirement separate from a unit-cost view that allocates one-time spending across a stated quantity. Neither calculation should quietly rely on uncommitted repeat orders. If a required amount is unresolved, label the result a partial subtotal and explain what is excluded.

6. Worked Example: When a Lower Unit Price Costs More for the First Order

Illustrative example: A buyer compares 1,000 acrylic display stands against one fictional specification revision, including a defined printed retail box. Both offers use USD and the same agreed collection basis and location in China, with no delivery-basis adjustment in this calculation. These are invented teaching inputs, not market prices, actual supplier quotations or a Pupulan order. Supplier A’s headline price is USD 0.30 lower per stand. Its written clarification adds USD 0.40 per retail box and a USD 200 one-time setup fee. Supplier B confirms that both are included in its price.
Illustrative first-order comparison — USD for the full 1,000-unit order
Calculation input Supplier A Supplier B
Quoted unit price USD 4.80 / stand USD 5.10 / stand
Original goods total: unit price × 1,000 USD 4,800 USD 5,100
Retail boxes: additional amount USD 400: 1,000 × USD 0.40 USD 0 additional; included
One-time setup: additional amount USD 200 USD 0 additional; included
Partial first-order comparison subtotal USD 5,400 USD 5,100
Partial amount per stand: subtotal ÷ 1,000 USD 5.40 USD 5.10
A = 4,800 + 400 + 200 = USD 5,400. B = 5,100 + 0 + 0 = USD 5,100. B is USD 300 lower across these confirmed example inputs, despite its higher headline unit price. Testing remains unpriced. Freight, insurance, export and destination charges, duties, taxes, inspection, service fees, payment costs and contingencies are also excluded. Their applicability and amounts have not been established. These figures are partial subtotals, not landed costs or an order recommendation. Could the unresolved testing scope change the result? As a sensitivity calculation only, an additional USD 350 applying to B alone would bring B to USD 5,450, or USD 50 above A’s partial subtotal. That is not an assumed fee. It shows why the buyer should obtain comparable testing scopes and prices before choosing.

7. How Pupulan Helps Small and Medium-Sized Buyers Source from China

If you run a small buying team, the difficult part may be getting all these answers while also managing sales, stock and customers. Someone still has to chase the revised quote, check which packaging was approved, arrange inspection and keep the goods and documents moving between parties. Pupulan is a Wenzhou-based import-export trading and sourcing company coordinating independent factories. We can support those tasks within an agreed order scope, giving your team a contact for the coordination work and bringing decisions back to the person authorized to approve them.

Transparent product costs and separate service fees

Pupulan does not add a markup to the product price to earn a trading margin. We charge separately for agreed purchasing, quality inspection, temporary storage, documentation, customs declaration and export services. Product charges and service fees are shown separately so you can see what you are buying and what work you are paying us to handle. The service fee may be fixed for an agreed scope or calculated as a percentage of product value, depending on the project. When a percentage applies, its base excludes freight and other charges. The amount or rate, included work and payment triggers are agreed in writing before paid work starts. Samples, courier, storage and other separately charged items are also confirmed before they are incurred.

Purchasing and supplier coordination

We can help clarify specifications, collect and compare offers, discuss terms and follow up agreed purchasing tasks. Your team can review the quotation differences and proposed changes together, instead of piecing them together from separate conversations. Before sharing your designs or technical files with a supplier or third party, we obtain your written permission for that disclosure.

Quality inspection before dispatch

We arrange pre-shipment inspection for each order, with sampling or unit-by-unit coverage, checks and reporting agreed for the goods. Findings and exceptions can then be reviewed before the next release decision. Inspection scope must be clear; visual checks do not replace laboratory testing or certification.

Temporary storage between supplier deliveries

When suppliers finish at different times, we can arrange temporary storage for the agreed goods. Confirm the location, receipt and condition records, duration, handling charges and release authority before delivery. This gives the order a defined holding arrangement while the next collection or shipment step is coordinated.

Documentation, customs declaration and export support

We can prepare or coordinate agreed export documents, customs-declaration work and export handovers, and liaise with the selected freight forwarder. The order scope identifies the exporter, filing party, document reviewer and booking authority. The destination importer and its advisers remain involved in destination requirements; the service does not guarantee clearance or a tax outcome. The practical benefit is fewer follow-ups for your team to manage alone, with charges and approvals visible. Set out the purchasing work, inspection coverage, storage period and export tasks in one written service scope, with each fee and third-party charge clearly identified. For the range of tasks we coordinate, see our sourcing and export coordination services. Confirm the applicable fee model, product-value basis and separate charges in the current written quotation for your engagement.

8. Decide What to Clarify Before Approving the Order

The useful result is more than a lowest-price label. Your approver should be able to see the original offers, adjustments, accepted deviations and remaining limits without reconstructing the correspondence.
  • Ready for commercial review: the common basis is confirmed, material costs are established and deviations have been resolved or expressly approved.
  • Request a revised quotation: the requirement is now clear, but the supplier must update its price, quantity, specification reference or terms.
  • Hold the decision: a critical requirement, identity question, necessary cost or approval remains unresolved.
Keep the decision date and authorized name with the comparison. Before an order is issued, reconcile the selected quotation and clarifications with the purchasing documents. A comparison does not verify manufacturing capability, establish product compliance or authorize payment. Those decisions need their own evidence and approval.

Frequently Asked Questions

What if a supplier refuses to break down a bundled price?

You do not necessarily need its internal manufacturing cost breakdown. You do need a written definition of the product, inclusions, exclusions and commercial terms. If the supplier confirms a complete fixed bundle matching your basis, compare that bundle without inventing component prices. If a necessary inclusion remains unclear, ask for clarification before ranking it as equivalent.

Can I use an old quotation to compare a repeat order?

Use it as a historical reference. Ask for a current confirmation covering the specification revision, quantity mix, packaging, price, delivery basis and validity. An unchanged product name is not enough to establish that the old commercial offer still applies.

Who should approve a supplier’s alternative material?

The buyer’s authorized technical or product owner should review it, with the responsible importer and appropriate specialist where market requirements may be affected. A coordinator can gather evidence and explain the proposal, but approval needs explicit authority. Keep the approved alternative and its price separate from the original requirement.
